The majority of Indonesia's startup companies failed during the early phase company. One factor contributing to this failure is lack Innovation brought up by Human resource in company plays an important role fostering Innovation. Studies showed employee innovative work behavior main that drives innovation. This research aims construct Innovative Behavior at Work scale reliable, valid, have good items and norms for score interpretation purposes. subjects were who works a result has high internal consistency, discriminate individual capabilities. norm used within group with standard M=10 SD=3.
